Blasting Regulated by the State, Not the City

With development activity picking up in Brentwood again, residents in certain parts of town may start feeling the ground rumble a little as developers start blasting to prepare land to build new homes, roads, and expand the infrastructure.

While the City of Brentwood has designated the Brentwood Fire & Rescue Department as the local issuer of blasting permits, blasting is actually regulated by the State of Tennessee.  Local jurisdictions like Brentwood cannot enact regulations to make it any more or less stringent. The City requires a permit so that we are aware of who is blasting where and why. The permitting process also gives us the ability to make sure those conducting the blasting are properly licensed by the State, that they have the required insurance coverage, and that we have the contact information on file of the blaster and blasting company.

Under most circumstances blasting companies are required to offer to conduct a pre-blast survey on any structure that is within 300 feet of any blast hole. The survey documents all structural and cosmetic flaws noted at the time.

Citizens with questions about blasting are encouraged to call the non-emergency Fire & Rescue Department number at 371-0170. If you would like to file a formal complaint regarding blasting, to report property damage or other concerns, you may make a report to the State Fire Marshal’s Office at 615-741-7190. Your information will be kept confidential during the investigation but may become public record once the investigation is complete.

Spring Clean Up

When you are spring cleaning, if there are items too large for the regular trash pick-up, you can take them for disposal by the City at the following locations between 8 a.m.-4 p.m.:

April 28 – Granny White Park

We cannot accept liquids, sprays, paints, batteries, tires, or chippings.

NO HAZARDOUS MATERIALS ACCEPTED!

Examples of things we take:  Any household furniture, electronics, lawn equipment and etc.

The City of Brentwood went to the competitive bond market on Monday, April 23, 2012 for two bonds issues.
The first was a $6.65 million General Obligation Public Improvement bond issue with the proceeds to be used to fund continued work under the sewer rehabilitation project and possibly water system enhancements. The City received electronic bids from 10 national firms, with the winning public bid for the 20 year, fixed rate bonds submitted by Stifel, Nicolaus, & Co from St Louis with an exceptionally low true interest cost (TIC) of 2.115%. This compares to the 2.92% rate the City received last August for the G.O. bonds used to purchase Smith Park.

A total of 8 electronic bids were received for the second bond issue, which provided for the refinancing of $3.25 million of existing debt (for interest rate savings), with the lowest and best bid also submitted by Stifel, Nicolaus, & Co with a TIC of 1.712%. Note the original 20 year coupon for the bonds issued in 2006 was 3.93%. This refinancing will save the taxpayers of Brentwood $206,014 in gross aggregate interest costs over the remaining 13 years of the bonds with a net present value savings of $179,627.

Brentwood is able to receive such favorable interest rates in the bond market due to our recently reaffirmed AAA bond ratings with a stable outlook from both Moody’s Investors Service and Standard and Poor’s. The City was recognized for its strong financial management practices, solid financial reserves, diverse tax base, the extremely strong wealth and income levels in the community, and low overall debt burden. Brentwood is among an exceptional group of less than 200 or 2% of the local governments in America having the highest possible rating.

Don't become a victim. Follow the "Park Smart" tips below.

The City of Brentwood continues to be a desirable place to live and raise a family. Brentwood residents enjoy a relatively low crime rate, but no neighborhood is completely immune to crime.

With the unseasonably warm spring temperatures more citizens are taking advantage of the many amenities that make our community so attractive. As a result we are currently experiencing a rise in thefts from vehicles.

The Brentwood Police Department is asking citizens to please follow the “Park Smart” tips listed below when visiting our parks, churches, recreation centers and any other public parking areas. These tips also apply to homeowners when parking your vehicle at home at night.

“Park Smart”

· Never leave the keys in your vehicle while it is unattended – even if only for a brief time.

· Always lock your doors and keep your windows rolled up when parked.

· Do not leave items of value visible inside of your car, take them with you.

· Park in busy, well lit areas whenever possible.

· Be aware of suspicious activity as you enter or leave a parking lot.

· If you see anything suspicious, call the BPD immediately at 615-371-0160.


Don’t become a victim, by working together we can keep Brentwood safe.

Vandals have defaced buildings within Crockett Park three times in the past few months.  The most recent incident was overnight on Thursday, March 29.

The Police Department has reason to believe the same individual(s) are responsible for each incident.

To assist in apprehending these criminals, the City is offering a $2,500 reward to anyone providing information that leads to the arrest of the individual(s) responsible for this crime.  Anyone with information is asked to contact the Brentwood Police Department at 371-0160.

Team Emmett 5K will bring road closures in morning

On Saturday March 31, 2012 a 5K fun run/walk will affect morning traffic in Maryland Farms. The race will begin at Grace Community Church and enter Granny White Pike.

The run will travel south on Granny White Pike, east on Maryland Way, north on Brentwood Blvd, west on Cadillac Drive, south on Penn Warren Dr, west on Maryland Way and north on Granny White Pike returning to Grace Community Church.

Maryland Way westbound will be closed to all traffic.The eastbound side of Maryland Way will be open to normal traffic.

Granny White Pike will be closed to all traffic between Old Hickory Blvd and Maryland Way. Brentwood Blvd southbound will be closed to traffic. Cadillac Drive eastbound will be closed to traffic. Penn Warren Drive will be closed to traffic.

The roads will be closed from 7:45 AM to approximately 10:00 AM.
